95 GP Shifting problem

Starting out the tranny won't shift out of 1st gear till I let off the throttle or till it is almost on rev limiter. I replaced the vacuum mod no change. Any help would be appreciated.

If you replaced the modulator, then you likely ensured the vacuum line to it was good as well?

Yes I checked the vacuum lines they are ok. The problem is intermittent so it is possibly a valve sticking. I'm going to try some Lucas and see if that helps.
